Position Overview
The Mid-Level Contract Specialist (MCS) will provide full lifecycle acquisition support for a wide range of contract types and values. This role is ideal for professionals who have hands-on experience developing, reviewing, and administering federal contracts and who thrive on supporting mission-driven programs that serve Veterans.
Key Responsibilities
- Support pre- and post-award acquisition activities, including drafting solicitations, reviewing statements of work, and preparing award documentation.
- Conduct research and analysis of technical and cost/price data to support acquisition planning and decision-making.
- Interpret and apply the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and other relevant policies and directives.
- Review and refine procurement packages to ensure completeness, accuracy, and compliance.
- Collaborate with Contracting Officers (COs), Contract Specialists (CSs), and technical staff to ensure acquisition milestones are met and accurately reflected in contractual documents.
- Support the development of Independent Government Cost Estimates (IGCEs) and conduct cost-benefit and price reasonableness analyses.
- Prepare draft contract modifications, justifications, and supporting documentation.
- Assist in monitoring contractor performance and resolving issues related to payments, changes, and contract compliance.
- Research applicable policies and recommend courses of action to leadership and stakeholders.
- Help plan, coordinate, and track acquisition strategies and project timelines to support mission requirements.

Required Qualifications
- Experience: At least 3 years of recent (within the past 5 years) experience providing federal acquisition support, including both pre- and post-award activities.
- Education: Bachelor’s degree in any field, or 24 semester hours in business, finance, law, contracts, purchasing, economics, management, or related disciplines.
- Knowledge and Skills:
- Strong understanding of the federal acquisition lifecycle.
- Ability to analyze cost and pricing data and prepare sound recommendations.
- Experience developing or evaluating IGCEs and contract modifications.
- Excellent writing, research, and communication skills.
- Ability to manage multiple priorities and work collaboratively with diverse stakeholders.
Preferred Qualifications
- Experience supporting the Department of Veterans Affairs or other civilian agencies.
- Working knowledge of VA-specific acquisition systems and tools.
- Federal Acquisition Certification in Contracting (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) certification (Level I or higher).
